Payment surcharges are fees added to a credit card transaction based on a factor value. Authorize by Email and Pay by Email functionality will verify that surcharges are allowed based on the billing address.  The surcharge factor values are maintained directly in JD Edwards (PQ67CCSU), but exceptions are maintained within the Management Console.

At the time credit card information is entered the billing address for the credit card is checked against this table. If the Country and State are present in this table then surcharges will not be applied.
