The Environments option allows you to setup and maintain the environments your Management Console users will have access to and your web pages will access.  Remember an environment represents the business layer (model) location. Each business layer location is normally associated to an Oracle-JD Edwards environment. Common examples of environments are CRP, QA, and Production.
