When a user is added at the system environment level the administrator grants them rights to specific environment(s), assigns them to their appropriate roles, and grants them access to specific Stores. Please note that if the user is assigned to the ADMIN role he/she will see all stores for the environment regardless of the stores selected or not selected on the stores tab in user maintenance.
